Given the PACT-H2 consortium’s diversity, establishing a shared understanding of the project’s objectives and expected outcomes was identified as a key prerequisite for successful implementation. To address this need, project partners jointly initiated the Objective Definition Process, culminating in an Objective Definition Workshop, held online on 1 July 2026.
The Objective Definition Process combined three complementary elements: an online survey, a collaborative workshop, and the joint validation of the outcomes. The workshop transformed the project proposal into a shared, actionable framework to drive our collective efforts forward.
The process was structured in three key phases, namely preparation – with an online survey (developed by IZES gGmbH and LuxMobility), collaboration – during the dynamic workshop with all PACT-H2 partners and validation – thanks to a joint review and approval of the outcomes.
The workshop revealed three key lessons for collaborative projects:
- Early alignment on shared goals fosters long-term collaboration.
- Combining individual input (via surveys) with group discussions effectively identifies priorities and builds consensus.
- Involving partners in defining objectives and success criteria strengthens ownership and teamwork.
While developed for PACT-H2, this approach can inspire other cross-border projects aiming for a shared strategic direction while remaining adaptable. The framework is designed to evolve—incorporating new insights, stakeholder feedback, and challenges as the project advances. This ongoing dialogue reinforces PACT-H2’s cooperative principles, supporting both implementation and continuous learning.
